When they close the runway they are planning on closing that means the NAVCanada devices will need to be relocated and also saying upgraded. Why in the hell would NAV Canada spend millions to upgrade their devices to an airport that is closing? Yeah aint going to happen so it will close sooner and who will be the scapegoat?
